Windows 11 Pro costs about €259 in Microsoft’s official store and Office Home & Business 2024 about €299. Online, though, you’ll find keys for under €15. The obvious question: is it legal to buy cheap keys? And how do you tell a good licence from one that will stop working? Here’s the straight answer.

In short

  • In the European Union, reselling a lifetime software licence is legal: the EU Court of Justice said so in the UsedSoft ruling (C-128/11, 2012).
  • The low price comes from OEM or distributor licences, with no box or marketing, not from them being “pirated”.
  • What is not legal: activators, shared accounts, stolen keys or keys bought with fake cards.
  • Choose sellers who give you an invoice, an activation guarantee and support.

1. What EU law says: the UsedSoft ruling

On 3 July 2012 the Court of Justice of the European Union decided UsedSoft v Oracle (case C-128/11). In short:

  • When a publisher sells a lifetime software licence in the EU, its right to control the resale of that copy is “exhausted”.
  • It doesn’t matter whether the program was sold in a box or as a download.
  • The second-hand buyer may legally use the program, as long as the original seller stops using their copy.

That’s why a legal market for resold Windows and Office licences exists in Europe. Note: the ruling covers lifetime licences, not subscriptions such as Microsoft 365.

2. Why a key costs €9 and not €259

Licence typeWhat it isTypical price
Retail (box or Microsoft Store)The “full” version, with Microsoft’s marketing, distribution and support€145–299
OEMMeant for manufacturers and PC builders. Tied to the first PC it’s activated onMuch cheaper
Resold / distributor licencesLegal licences being resold, for example by companies replacing their computersMuch cheaper

The software is exactly the same: it’s downloaded from Microsoft’s servers and gets the same updates. What changes is the sales channel and the terms (for example, an OEM licence can’t be moved to another PC).

  • Activators like KMSpico: they’re not a licence and often contain malware. We explain why in Office activators: why they’re a risk.
  • Shared Microsoft 365 accounts sold for €5 “for life”: they get closed as soon as Microsoft notices.
  • Keys bought with stolen cards and resold on marketplaces: Microsoft blocks them and you’re left with no licence and no refund.
  • Student or company keys that aren’t meant for private buyers.

5. What if a key stops working

With a legitimate licence it’s rare, but online activation can fail (busy servers, a company network). In that case:

  1. Try phone activation with our Get CID tool.
  2. If it still won’t activate, write to us with your order number: we’ll give you another key or refund you.

Frequently asked questions

Can Microsoft deactivate a cheap key?

Microsoft blocks keys that come from fraud (stolen cards, leaked keys). A legitimate resold licence doesn’t have that problem. That’s why it matters to buy from a seller with a guarantee.

Is an OEM licence legal for a private buyer?

Yes, in the EU you can buy and use a resold OEM licence. The practical limit is that it stays tied to the first PC you activate it on.

Do I get updates with a cheap licence?

Yes. The software is Microsoft’s original and gets the same updates as any other licence of the same version.
